Adjust it when it gets out of spec. If it is too low the bike might die at low rpm sometimes, too high and it is wasting gas.

These are reasons for 2 strokes:
When the engine starts to ware out.
Piston & rings.
Crank seals.
Reed valves.
Fouled spark plug.
Cloged silencer.
Dirty air cleaner.
Different octane fuel.
Different brand of 2 cycle oil, or pre-mix ratio.
Carb needing adjustment or cleaning.
Depending on the model - power valve problems.

When it won't idle anymore or if you just want it to idle faster or slower. Pops

only if the bike wont idle or if you want it to idle higher.
