Probably because the IT department has not come out with a clear statement of policy.

For instance, if people have been downloading programs or filling up the server with MP3's it might be because they weren't told they could not.

Many companies block certain sites (eBay, MySpace, Hotmail) because of personal usage. Other put tracking software on employees' computers and then tell them that their surfing is being tracked.

I think such actions create a chilling effect on employees though; best to have managers let employees know the volume of work that's expected of them and the time frame. Then if employees choose to spend a little personal time surfing, at least they'll know what's expected of them and by when.

Well, there is this huge computer system in Belgium named "The Beast". This computer is self programming and has everyone's name and DNA matrix set into a gigantic data-base. Even though "The Beast" is over 15 years old, it uses special Top-Secret Shadow Government Technology that is at least 30 years ahead of what we have. The Top-Secret tech is around 45 years advanced total. The computer system is demonically inspired and the meshing of supernatural entities and top-secret tech enables "The Beast" to work on its own without any human intervention whatsoever.

Technically the company gives you a desk and a computer, you are responsible for them along with everything else they provide you with. Basically when you constantly use something exclusively, IE a computer, everyone of us tend to make it part of ourselves.
Did you ever sit at someone Else's desk at work and go through it? What happens if he or the boss catches you doing it? Your in deep crap and will possibly get fired. Now a persons computer at work, has peoples personal stuff and work on it, not only is there work related stuff, that is none of your business on it, but there are personal e-mails work related or not.
You may or may not get fired for going through their desk, but get caught on their computer, and YOU ARE FIRED ON THE SPOT!!!!
Point is the company gave it to them to use, they are responsible for it, they have their own password to get on it. IT IS THEIR COMPUTER! And that's a FACT! :) HaND.

I would think that they think that because they work on them all day, that's mine. Can relate, used to run machine tools, know what those are? Not to sound like a dumb ***, I used to work in a factory producing things. From train parts to car parts, mostly GM products. All gone now? Guess what, I'm back! Service jobs not for me, never worked in fast food industry! If it was up to me, another story!
