evolution happens over a really long period of time and effects species as a whole, rather than on individuals

The color change itself is not evolution; the chameleon is not evolving into a different color from minute to minute.

However, the ability to change colors has come about through evolution.

Remember that individuals do not evolve. They have the genes they have, and that gene combination either helps them survive and reproduce or it doesn't. Over time, though, populations can evolve as the genes of the survivors accumulate in the gene pool.
