Because part of the conservative mindset is that they value tradition and consistency.
So, they tend to be very slow to make changes, and tend to do things they way they've always done then.
That tradition and conformity is just part of their core philosophy. There's nothing inherently wrong with it, if that's what they choose.

Look at Bush's media unannounced CABINET!
The black guy in the Dept of Education was the Houston Texas choice for chief of HISD, the entire school system.
Condoleeza Rice is Sec. of Defense
Several Supreme Court nominees have been Latinos with Alocido (sp?) getting it despite Democrats blocking at every turn.
Many Catholics voted for Bush because of the Late term abortion Bush successfully got ELIMINATED. Late term abortion is infanticide!
The baby was almost born and...details GRISTLY and GROSS. Clinton kept late-term abortion ALIVE...vetoed all attempts by Republicans to stop it.
Gotta give Bush the CREDIT for that.
But Bush was way off base on immigration and STILL is. Most Conservatives want LEGALs not ILLEGALS, not a flood of ILLEGALS seeking free healthcare, food stamps, free schooling for their kids, etc.

Yes, I see a lack of flexibility in the GOP. One of my favorite things about the Democratic debates was what diversity it showed--much more like the average workplace than the older white guys of the Republican party.

You mean like J.C.Watts, Colin Powell, Michael Powell, and Dr.Rice?
As opposed to Robert Byrd, KKK member and Grand Klegal or whatever he was called?
Clearly, there are more black elected officials in the Democrat party than the Republican party, but that is because blacks vote over 80% for Democrats. Look at the appointments of Republican Presidents vs. Democrat Presidents and compare blacks and whites. Democrats, as always, are two faced about race.

Because Republicans usually judge people by the content of their character, not the color of their skin.
