according to the current rules only the US states that were part of the British Empire can join. Having said that the rules are often altered to accommodate new entrants like Mozambique.

The US opted out of the Commonwealth years ago. Remember a little battle between the thirteen colonies and England? The US is a member of the United Nations, but because the US does not pay allegience to the Crown, it doesn't have the qualifying commonality to join the commonwealth of nations.

The US and the UK are already members of numerous (political, economic, social, cultural, etc, etc, etc...) organizations that work to develop closer relations.

With the exception of US/Canada, you probably couldn't find two other nations that work more closely together then that of the US/UK.

The bottom line is, the relationship and cooperation between the US/UK runs much deeper then many realize and as such, there is no need for the US to join and nor would the US want to.
