Do you mean Pana City, Florida? Or you mean Panana city, the capital of Panama the country? If it's Florida you'll get better answers if you post this again in Florida.

Depends on what you're looking for.
I'll put it like this. If you're looking for a fancy business hotel where the CEO's and top celebrities stay, then you're looking at the Miramar Intercontinental, Playa Bonita Intercontinental Resort, Marriott Panama Hotel, The Bristol, Hotel Deville, Sheraton Panama.
If you're a young business person and looking for a hotel with some interesting night life, then visit the Radisson Decapolis. It has the best lounge in town, and the sushi bar is good as well.
On the "I don't want to spend that much but I want a nice hotel with some amenties" or "I'm on a business trip" list you might consider Riande Continental Ciudad, Multiplaza Courtyard by Marriott, Riande Granada, Hotel El Panama, Crowne Plaza, Sheraton 4Points at the World Trade Center, and The Executive Hotel.
On the "I'm on a tight budget" trip look into the Plaza Paitilla Inn, Hotel Marbella, Hotel Milan, Crystal Suites, Hotel El Parador, Coral Suites.
For extended stay hotels you have Hotel Las Vegas, Best Western Las Huacas, Apart-Hotel Plaza, Torres de Alba Suites, Suites Ambassador.
Those are my picks, and although I'm not a tourism expert, as an offshore attorney with most of my client outside Panama, I guess I can point out the best hotels in town (my clients are picky).

If you mean Hotel than I would recommend Hotel Roma Plaza - medium price
Hotel California - cheap price
Hotel Savoya - expensive 4 star Hotel

There are many things you should see here and the best tourist sites can be found in remote places, for example: San Blas is must see place, I am sure you have heard about it. Hotel Miramar.The location is perfect.It's close to Parque Balboa,Downtown Panama City and the mall.There is also a spectacular view of the sea.I highly recommend it.Just talking about it makes me homesick.
