There is a website called meetup.com it has lots of different groups that you join and there is a group for almost any interest, including just hanging out. It's really a great place to start meeting people.

join a gym. if possible a ladies only gym. That is a good place to meet other females with similar interest. I have made many friends while walking on the treadmill and we have lots of interest in common (other than exercising). Take a class at an arts and crafts store, there are many ways to find people that have the same interest as you. You might be able to start an online chat room for your area. as you talk to people more "hidden" in a chat room you may decide to meet later down the road.

Do you work? if not, then why don't you look at a part-time job. I have a lot of great friends that I have collected over the years from places I have worked.
What about your kids friends parents? you could invite them over for dinner or lunch. I personally hate associating with the mothers at my daughters school, but they all seem to really get along and hang out together.. They just don't invite me...LOL!!

Some of my best friends are those that I met in a service club. You know, we worked on projects together and learned about each other and have shared our lives for a very long time. Join a book club, flower club, hospital auxiliary, meals on wheels, tennis anyone, swimming or teach small classes of young women things they need to know when they are young brides. Good luck!

There's a club or gathering for practically every hobby on the planet. Find some folks with similar interests and friendships are sure to follow (along with doing other things with them).

Why not try to take a hobby class (cake decorating, cooking) or volunteering (library, nature center) you're bound to make new friends doing something where you meet new people.

Try a part time job, and see if you can find a friend or two, to spend some time with.
