Are you talking about 'abstinence only' programs here and abroad that don't adequately address prevention of unwanted pregnancies and the spread of HIV/AIDS?

Even Laura Bush spoke out in 2003 against the requirement that one-third of HIV/AIDS prevention funding go to promoting abstinence education, saying that "condoms are absolutely essential" for the prevention of AIDS. She supported a waiver to the requirement as did the House, but Bush threated to veto and they backed down. The House has passed a new waiver amendment this term, but I don't know if the Senate has voted on it yet.

The only answer I have is that the conservative controlled Congress especially, and Bush specifically, have been too busy catering to small but vocal right-wing Christian Coalitions, and ignoring reports that say these proposals don't work. Even last week, Rep. Mike Pence (R-Indiana) introduced an amendment to cut funding to Planned Parenthood because abortion counseling and client-paid abortions are included in the services they offer. It's already mandated that no Federal Funds are to be used for abortion, but that wasn't 'far right enough' for him, so singled out Planned Parenthood to be denied Title X funds. For the agenda of a few, he was willing to deny millions of men, women and teens ALL of the services of Planned Parenthood offers (family planning counseling, pregnancy tests, birth control, gynecological care, STI/STD testing and treatment, blood pressure tests, etc.) Fortunately, cooler heads (Dem and Rep) prevailed so the amendment failed.

It is not the taxpayers job to stop irresponsible women from having children. I you don't want to have children and you can't afford some form of birth control you have two clear options:

1. Keep your legs closed.
2. Get a job and buy your own birth control.

How is anyone stopping birth control? Any male may purchase condoms and any female may visit an OB-GYN for contraceptive pills.

Because he is an Evangelical Christian, and therefore instead of following the words of Jesus Himself, follows the rules and "laws" of the Old Testament, which was given to (or created by) a desert tribe that was struggling to survive, instead of dealing with an integrated planet with 6 billion people.

He's not. They can still get it, if they want to use it.
Most of them refuse to use it.
For you people who care, you can get a job, buy birth control, and send it to those countries.
Do something yourself.

Why is it the governments duty to provide birth control to anybody at all? Ever hear the phrase "If you can't feed 'em, don't breed 'em"? keep your pants up and your legs together and stop refusing to take responsibility. And while you're at it. grow up.
