My 5 month old baby girl constantly has a fungal infection on her neck, chest, and chin. She has occasionally had them on her bottom, but they do go away there. I have taken her to the pediatrician twice, and she was prescribed a cream the first time and then nystatin powder the second time. The rash may go away for a day or two, but then it comes back. I was reading that people with diabetes get a lot of yeast infections due to the sugar. Could this be my baby's problem?

I don't think that a baby that young can be diabetic. It is more than likely a thrush (yeast) infection. Continue using the nystatin that the pediatrician gave you. If no improvement after one week of consistent use, then take her to see the pediatrician again. Hope this helps!

She could also be allergic to the detergent you use, or her soap or shampoo. Or something she eats. I was covered with all kinds of rashes from birth on - and it never was because of diabetes.

Switch to hypoallergenic soaps and detergents with no fragrance and see if that helps. She could also be allergic to her formula or any food (I was allergic to a lot of fruits when I was little - still am.)

I'm sure she'll be fine - because she has a mom who cares so much for her.

You could go to a different doctor, if the one you are going to doesn't give you help, it is your choice to go to anyone you want.
Try putting plain yogurt on it.
Ask the doc if you can feed yogurt to a baby.
Cause I don't know about that.
Maybe cornstarch would help the skin, it absorbs moisture. Use like powder.

highly unlikely. ask the doctor though. more along the lines of how you wash her and whether you clean her neck and face and chin or if you leave spit up on her.
