I'm pretty sure its a song from the eighties sung by a girl group. I've started singing the chorus to my 3 year old, and my missus thinks I'm nuts!

I don't know the origin but I was born in 1960 and recall as a preteen singing this while doing "patty cake" I don't recall there being any more to it than what is written here. Of course it or versions of it had been used by many artist in various songs over the years. If I had to guess I would say it is at a minimum 45 years old.

It's a street rhyme. Nobody wrote it in particular, which is why so many people have covered it. And it's 'the monkey chewed tobacco on the streetcar line', not 'on the street caroline'. A streetcar is a US word for a tram, and a streetcar line is the line the tram runs on.
