He can just cut the hairs off if he doesn't like them. They are normal, not nasty -- just hairs like any other hairs.

shaving will make the hairs thicker. I read in a magazine that the best way to get rid of foot hairs is to wax them- you can buy wax at a drug store and it doesnt hurt very much on such a small area so no worries no need to get it done professionally or anything

It generally will grow back whether he shaves, waxes or plucks.

Pluck them like a girl would pluck her eyebrows. You can use a tweezer. Pull them out from the root. If he is a total "metro" he can get electrolysis and they won't grow back,
