Ginny is one year younger than Harry (since she started Hogwarts in Book 2, his second year). By Book 7 she is 16.
Ginny has a crush on Harry before she even meets him, but he doesn't realize his feelings for her until Book 6.
You're better off reading the books yourself if you want to get a real idea of how they "hook up."

In the 7th book, Ginny is one year younger than Harry at 16 years old. They hook up in the 6th book when Harry is 16 and she is 15. Harry sees her with other guys and realizes that he has feelings for her. He's not very good at hiding them and since Ginny has been in love with Harry since she was 10, she doesn't object to Harry kissing her. He kisses her after she wins a Quidditch match he was unable to play at (Detention I think).

she's a year younger than harry.. so that would make her 16. i'm not sure how exactly they 'hooked up', but it was in school. i know ginny was fascinated with him before he liked her.
