Answer is B. One must know the stoichiometric ratio of the reactants. Otherwise, it would be difficult to calculate for the concentration of the unknown.

You need the concentration of one of the reactants and the stoichiometric ratio then from the titration you can calc. the concentration of the other reactant.

Neither need be known - that is the point of a titration.
