No, she doesn't contradict herself. I believe she says that she performed a spell on her parents to think that they were different people, but that isn't a Memory Charm. The first time she performs a Memory Charm is when she Obliviates the Death Eaters in the cafe.

The only time we've seen a memory spell preformed before book seven was in book two when Lockhart tried using it on Harry and Ron.
