The "come to a complete stop" people are correct. There is no time limit, just make sure that you actually stop.

The real trick is to actually stop AND not jump out in front of someone, especially a cop.

As long as you come to a complete stop, you can proceed once it's safe. The two second rule of thumb is more to make sure you've stopped (i.e. the car stops and shifts slightly as the weight settles - which is what police look for).

The rule of thumb at least where i am from is once you come to a complete stop your supposed to count one thousand one one thousand two (2seconds) and then you can go.
