If a right on red is legal, and there is no on-coming traffic, must the red right on red be made? Could a student be penalized during a driver's license test for not making a "safe" right on red?

Nope, and you can get beeped at all they wanna beep at you. a red light is a red light. If you turn right then thats all up to you to risk it. I mean myself I turn right on red all the time as long as no sign is there. But if your not comfortable with it then dont do it.

You don't have to go but if you do, a stop must be made first. The stop is required (red light) and also insures you check for traffic.

Yes, you should proceed when safe to do so otherwise you are impeding traffic. I don't know that the law specifically requires it, but my horn does.
