it doesn't really matter. you can have regular plastic plants that look like the real thing. plastic is much easier to clean.
my advice is to not overcrowd. it is important that the fish can still be able to swim

If Neons are the only fish going into the tank, you could have about 20-30 of them. Because they are such small, clean fish, they don't take up as much space and will not dirty the water very quickly. Just be sure to do a weekly gravel vacuuming. As far as decorating, add some plants that reach the water's surface. But make sure to leave plenty of open swimming space. Those paper tank backgrounds are a really stupid idea. Why make an optical illusion with no benefit to the fish when you can benefit the fish with real hiding spots. Just get a plain black background to make the Neons' colors look sharper.

Live plants are nice, and good, but optional. The important thing is that you do have a nice combination of open space and planted area's, real or fake - and one or two plants does not constitute planted areas. This planted setup is the most natural environment for the fish you are keeping - neons and any compatible tankmates for them. Concentrate on the fishes needs firstly, and coolness factor secondly.

try looking into live plants.
you can make tanks look as the "next level" with live plants.
in a 29 gallon with no other fish, you can look at a school of 15 neons.

add your personality to it. I currently have Roman and Greek column structures in mine (like the temple to goddess Athena, etc.) and urns and pitchers. In the past, I have also had a desert (with artificial cacti and scorpions and snakes, etc.), a river bottom (with stumps, etc.), and once I did Flintstones (back in the early '90's I used the Flintstone Happy Meal toys). Whatever you do...HAVE FUN!!!!!
Make sure there is NO metal (it will rust).
