WOW! Really cool ideas so far. Since you need to stick to the subject of reading, what about a bookworm? Get several wooden clothespins, (the kind you have to pinch open) you can paint them if you like, or not, get some of those multicolored little puff balls from a craft store and some mini eye balls as well. Poof! Glue the puff balls on the clothespins, add some eyes and they are ready to go. You don't even have to add a pin to the back, as they can just be clipped on your vest.

sncmom2000 has some great ideas. I was going to say bookmark, but she beat me to it.
How about some miniature library cards? Print them out on your computer, laminate and have the girls glue pins to the back.
How many Swaps do you need to make? You might get some chinelle wires or light jewelry wire and have the girls make miniature reading glasses.
You might get some pages from a small print book cut to a small size and laminate or shellac them so that they are stiff and hot-glue a pin to the back.
I'm sure you know that you can get pins and things at Joanne or other hobby stores, right?

As you know, S.W.A.P.S. stands for "Special Whatchamacallits Affectionately Pinned Somewhere", so Intead of making S.W.A.P.S., I always made a holder that the girls could pin their S.W.A.P.S. to. I would find some fabric that matched the theme of the camp, or just camping stuff, and cut it into 2-1/2 or 3 inch strips. Most fabric is 44-45" wide, so I would then cut the strips in half so they were 22" long. Then fold both ends under twice about 1/2". If you know how to use a sewing machine, sew the ends down. Or you can use fabric glue. Then use one of the big safety pins and just pin it to the top. Even though all S.W.A.P.S. are not pins, most are and this is a way for you to keep them together.

The obvious is to make a book, maybe out of felt or fun foam (? I think that's what it's called. It comes in sheets like felt, but is sort of rubbery). You could layer 3 layers to look like a book, and sew one side together like the binding. glue a pin back on the back, or a safety pin. I assume you pin it to a vest or hat or something.
You could make mini-bookmarks, too, out of felt, which could be pinned on something, too.
I have seen bookmarks make of several ribbons, joined at one end with a ring or charm or bead, and tied in a knot. Then the streamers are finished with a bead, and long enough to mark from the top of the book to peek out the bottom.
Reading is hard to think of things for a swap.
