Two fractions are equivalent if you can multiply or divide one fraction to make it the same as another fraction. So when you look at the numerator (the number on the top) and the denominator (the number on the bottom, sounds like "down") you multiply (divide) each number.
In your example 27/45 is equal to 3/5 because if you divide 27 by 9 and 45 by 9 you get 3/5.
Remember stuff like prime factors and lowest common denominator? You should review those terms and be sure you are comfortable with how to perform operations on a fraction. It's not hard, if you do 10 or 15 questions like the one you posted you will have it down cold.
