It is time to invoke security to include MAC address validation. I presume Belkin offers this option along with the WEP.

You have to enter the MAC address of YOUR Wireless device or even you will be blocked. If you do not know the MAC of your wireless go to command prompt (start, run - type in cmd and hit enter). Enter "ipconfig /all" without quotes and hit enter. You will see your LAN ports (wired and wireless) and the MAC addresses which are called "physical addresses" in this listing. A MAC is a 12 character i.d.

If you have more than 1 wireless you want on line, be sure to enter the MAC addresses of each device. The router will match MAC addresses as well as all other security to permit access.

Also - always use a wired connection to the router whenever you configure or change the configuration of the router.

Be sure to save your router configuration after you change it

best thing to do is enable MAC address security. In order to access your router, the computers individual mac addresses must be entered into the router.

I would also change the password on the router at the same time, preferably to a very strong one.

Use mac address filtering for access restriction. It is harder to spoof a mac of an unknown system rather than cracking a key.
How are you sure that someone is connected? You could block them with rules and such, but I am not positive with your make/model of router.
