i'v just put a new celler in my house boat, and it keeps filling up with water....why,,,,

If you had read the label on the box of your "boathouse cellar kit", you would have seen that it was actually a "boathouse pool kit".
Just be thankful it wasn't a "boathouse septic-tank kit".

This is an interesting question... A house boat with a cellar? Is your boat sinking? If so, put on a life jacket and call the Coast Guard for assistance. If I misunderstood please accept my apologies.

You didn't excavate deep enough. Pump the water out with a hand operated bilge pump and dig at least 15 feet deeper.
