It sounds like you are watching the first season. But do yourself a favor, and watch it from the start (the first episode). It's a lot better that way.
As for what's going on, the show starts when a young man named Ryan Atwood is forced by his brother into stealing a car in Chino, CA. They are arrested, and he ends up in juvenile hall. A lawyer, Sandy Cohen, is doing pro bono work (free legal services for those who can't afford it), and gets Ryan out of jail. But Ryan's mother, a lower-class woman who is living with some abusive creep, kicks him out of the house. On the street, with nowhere to go, the teen calls the only number he has: Sandy Cohen. Turns out that Sandy is an old-time liberal with a good heart, living in the conserative bastion of the wealthy: Newport Beach. Feeling sorry for the kid in trouble, Sandy picks him up and takes him to Newport where he lets him stay at his family home for a while until they can figure out what to do with him. At the Cohen house, Rya meets Seth, the Cohen's son, a bright but socially awkward teen who is glad to have someone his own age to talk to. And Ryan also meets the girl next door, Milissa, a rich girl with a messed up family who has an unfortunate attraction to bad boys. Seth, as it turns out, is nursing a lifeong crush on Milissa's friend, Summer, a cute but shallow Newport brat... Ryan is a fish out of water in Newport, which shows him a side of life he's never seen before...
