I peeled back my skin and there was lodsa white stuff is it semen?

No, it is smegma, and it means you have a hygiene problem unless you keep it clean Draw back the foreskin when you bathe or shower and clean the area well. Then that will disappear.

It's possible that it's semen, if you've just ejaculated, but semen doesn't stay under the foreskin for too long.

If it's like the first time you've pulled your foreskin back all the way, it's probably something called smegma (see link). Smegma is mostly dead skin cells and oils from your body, and any dirt that may have gotten under the foreskin.

Every day during a shower/bath you should pull back your foreskin and wash the area underneath with water and a mild soap like any other part of the body, in order to wash away the smegma. While smegma normally doesn't cause problems, if it's left under the foreskin for too long without being washed away, it can increase the risk of an infection.

it's just part of puberty just was it off and keep it clean and it will go away. I used to get the same stuff only mine was yellow. No problem just keep it washed every day and all will be well.

You should wash thoroughly each morning in the shower, and also after sex. You shouldn't have any kind of deposit under the foreskin.

No it sounds like an yeast infection and you need to clean better down there and go to the doctor. The doctor will give you meds to take care of the yeast infection.
