I must reallyy concur with Bruhaha on this one.
Judging GWB as the worst would be difficult. I think time needs to pass before we realize how well he did or did not do. In the present we tend to be more emotional about things and less critical.
I could not decided Lincoln over Washington. Both had huge trials and tribulations that they both managed to deal with fairly well. But if there can only be one then I would say Washington.
Worst, I would have say James Buchanan.

I think that Washington set the tone. Lincoln is second best. Bush 44 is the worst in my memory but Buchanan caused the Civil War.

The worst: Tie between Richard Milhous Nixon and George Walker Bush for their misuses of the power of the office.

Lincoln is considered to be the best followed closely by FDR. Up until recent years Nixon was the worse followed closely be Carter. However, Dubya is the worst of all time to date with no close seconds.
