I assume you mean that each side of the square is 28". So, the perimeter is:

28 *4 = 112"

Since there are 6 sides to a hexagon, divide 128" by 6:

128/6 = 18.6667"

Are you taking about a regular hexagon inscribed into the square?

Such a hexagon can be split into 12 equal slices, each with an angle at the center of 360/12 = 30 degs and hypotenuse of 28/2 = 14".

Each side of the hexagon will be twice the side opposite the 30 deg angle of these triangles: 2*14*sin30 = 14"
