What do you mean by ethical & non ethical cyber crime? All crimes are always unethical where as not all unethical acts are crimes. It’s the not the crime but any act done by anyone or not done by anyone which is ethical or non ethical. Watching any P O R N website can be construed as unethical act of a person but it’s not an offence punishable hence it’s not a crime, but transmitting any material electronically that is P O R N in nature to any other person is unethical act & is an offence punishable under the I.T.Act, hence it is a crime.

Ethics are not universal. Ethics are defined by each person, or each group or organization or profession.

Crimes are defined by law.
