They hit the top part on the bottom part and then they say action. WHAT R THEY CALLED?

They're called Clapboards. But, don't take my word for it. Google "clapboard" and see for yourself.

They're called clap boards. Their purpose is to show an action and make a noise so that later on, when the soundtrack (or audio track) is being synchronized with the video track, they can pinpoint when those boards clap together. That's when there should be a loud clap. Once that sound is synchronized with the action, the rest of the sound in the scene will also synch up perfectly.

It is called a marker board. It is used for editing purposes. They identify each take in sequence, and makes it easy for the director to recall a scene to be looked at when compiling a final edit of a movie.

They are called clapboards, slateboards, clapperboards, sync slates, etc. They are used to sync sound and picture in both film and video production.
