I have come to the conclusion long ago that politicians are not the most truthful people the world. They market themselves by telling their supporters what they want to hear.
I have no doubt that Gonzales is lying, but this is a minor issue compared to the mess that George Bush has gotten us into.
Whether it is because of lies or incompetence, the Bush administration has attacked a country (I'm still not sure why he chose Iraq over Iran, N. Korea, or any of several countries that are more of a threat) with no real plan on how to police the country after the military victory. He also has failed to close our borders to protect our country. Almost 4,000 brave American soldiers dead, and many more severly wounded.
Lies? It doesn't matter. Just look at the end results.

Worst two moves Clinton ever made. Deporting Elian Gonzales and letting Alberto stay.
Hard to pick the biggest liar, but Tony Snow is definitely the best. I don't see how he gets through those press conferences with a straight face. No wonder Bush goes through press secretaries so fast.

After further review, and recounts in Florida and voter fraud investgations in Ohio, it has come down to a seven way draw between G.W. Bush, Richard " Dickless" Cheney, Condi Rice, Carl Rove, convict Libby, Al " what constitution" Gonzales, Harriet" I got's to go to the Senate?" Myers. When tiebreakers are run, Bush and Cheney are remanded to the World Court, libbey goes to jail as a traitor, Rove is Rendered to Iraq as the mastermind of the war, And Myer's, well she writes long love letters to George in his cell after conviction in the world court.

Is the biggest liar the one who tells the most lies, or the one who tells the biggest lie?
It may not be Bush, because I keep thinking of the words of that other lying George, Costanza from "Seinfeld." It's not a lie... if you believe it. Does Bush believe the proven-false things he says?
It's not Tony Snow. After all, he gets paid to lie for the Administration, whereas the others do it for free.

Scooter, Cheney, Gonzales, Rummy, and Bush himself are all nominees.

Every succesful lawmakers requires lying skills... So its hard to put them on a podium, since they are all about the same...
Rove`s if not the most liar, is certainly the most manipulative after Cheney of course...

I don't think you can pinpoint who lies the most considering they all participate.It's hard to find truth in anything that is said.Personally I don't feel their should be any humor.So many lives have been destroyed across the board as a result of propaganda,peoples arrogance,and ignorance to study facts,believe everything that the evening news says,and etc

Hmmm...I've been thinking and I can't recall any democrats being in the Bush administration. So I'm afraid I can't answer that question.
By the way, as to the second part of your question, so what? He was asked a question that neither you, the press or congress has any right to get a reasonable response to. Would you have prefered he simply say, "Kiss my rear end?" That's what he was thinking and I'd have to agree with him.
