Young ones, or ones that carry their young markings over to adulthood:
"Young black widow spiders are tan-to-gray in color and have orange and white stripes on their abdomens. These marks may remain visible on adults. "

Only young females actually have the black body with red hourglass. Older ones may have other-colored marks, such as white, yellow, or orange. A pair of red dots near the spinnerets may also be other colors as the spiders age.

Males also have colored joints on their legs, usually orange. Males also have white lines radiating out from the red patch on the venter.

My guess would be that you are seeing older females or male spiders of any age.

Could be a male black widow or an immature female.
