Not normal but not highly unusual. As far as making babies goes, only trying will tell. If he want's he can get a sperm count done for some indicators, but a low sperm count does not positively mean you can't make babies.

Yes, it is perfectly normal to have one testicle that is larger than the other. In fact one is supposed to be larger than the other(For fit purposes).
However is one testicle is massively larger I would suggest that your friend pays a visit to a doctor.
