It's because they don't think a 5~8% increase is going to change anything, given that the US is doing the same thing it's been doing for 4 years, and because the Iraqi govt shows no sign of stepping up and carrying their end of the burden.
But another way to look at it is that the surge has worked. The Iraqi PM has said that US forces can leave at any time we want. So, since the surge has worked, and Iraq can stand on their own (according to the Iraqi PM), there's no reason for us to stay.

Because the surge is too little too late. Early estimates said that we would need 350,000 troops to secure Iraq. Those were ignored. The surge provides less than half of the bodies that are needed to bring peace to Iraq.
Even if Baghdad is secured the insurgents will just go somewhere else in the country.
The fundamental problem is that sooner or later we have to go home and 90% ot the insurgents are Iraqis so they know that eventually they will win.

Perhaps they are responding to the overwhelming amount of correspondence they are receiving from their constituencies?
The surge is nothing more than a last ditch effort from an administration that has already failed.
It's been nearly five years since we began the war in Iraq and more than four since so called 'victory' was declared. This surge isn't fooling anyone who has already quit believing anything this administration says. The 'surge' isn't going to end this conflict. It's only prolonging the inevitable.

Others geniunely want it over and just dont think this is going to work. Theyve tried other things to stop it to no avail.
This is why no party should have as much power as the Repubs have had. Majority in the SC, executive branch, and barely lost their majority in Congress after having all three branches for years. We need more parties, then this cant happen.
There is just no way for Dems to have any real influence right now, so some of them are just doing whatever they can to make it known that theyre at least trying.

They probably don't really want that, not most of them, but they do want to placate the anti-war crowd. An anti-war platform swept them to victory in '06, and they failed to deliver when they caved on the timetable and passed a war-funding bill. (Had no bill been passed, Bush would be out of money to fund the Iraq War this month.) Attempts like these - that they know will fail - are used to win back the support of the anti-war types.
