Not exactly. There are two ways to get it in the american release either by gameshark or by attending one of the events however;
In the japanese version of Emerald you could catch a wild Mew at level 30. This was taken out of the US version like it was in red/blue/yellow for completing your pokedex.

Mew was a special pokemon you could only get in pokemon red,blue or yellow by sending the cartage directly to nintendo or getting it at a qualifying retailer such as toys r us but due to the age of those games the service is nolonger in commission
