Both connections are on buit neither phone recognizes the other as a device. We have two different service providers does this make a difference?

Neither phone is Verizon and I click on find devices on both phones but they still don't recognize each other.

Yes it very well could. Is one of the phones from Verizon? Verizon is known to cripple bluetooth so that you CANNOT transfer files.

Different service providers shouldn't make a difference.
