it doesn't.
it's what's called in DC circles "an unfunded mandate"...what funding that exists pays for the testing, but the remedies have to come out of the local budgets.
it's a CRAPPY program

Well, some comes from the general federal fund, some comes from specific educational federal budget items, some gets scrounged up by all the school systems that are required to follow its' directives, and some aspects do not get done well, or at all, for which somebody will eventually be held responsible, since they couldn't spin gold from straw...
