You can drink on a boat in Wi. No issues with Police except the driver. However, this allows the DNR to board your boat at any time. They now have probable cause so be careful. I have a vacation home in Wi and they will board.

If the laws in wisconsin specify no drinking or open containers by passengers in a moving motor vehicle then yes its the same on a boat. As far as docked or anchored I believe its allowed as in many cases a boat is considered a second home, no different than an open container in a travel trailer thats in a campsite.

It's not a good idea to mix alcohol and boats...Drinking is best done at the dock with a someone driving sober.

That ride is very safe. The ferry (Catalina Express) goes from Long Beach to Avalon almost every hour. It's 22 miles and takes about an hour or so. Have a great time. Catalina is a blast !
