Probably because it is Fake!

I think because of the scandal on the "Jenny Jones Show" where this guy came on the show and thinking that he was going to get with this woman who broke up with him not too long before hand and then ended up being embarrassed that it was a guy who really liked him. Well, the guy went back to his home town-humiliated-and went to the gay man's door and killed him.
They do not want another incident like that because they know it can happen. So, they figure that there are very brazen people out there, and if you see guards stopping people from really hurting each other on the set, then that would mean that there would be no lawsuits.

They probably sign a waiver. The show knows what's going to happen - they want it to, it's why people watch. With that expectation in mind, I'm sure they have waivers that need to be signed. Plus, I'm sure most, if not all guests know something's going to happen anyway.

no doubt there's many waivers and other legal papers
signed before the appearance absolving Springer of
any/all illegal stuff (including "Jerry beads")

I guess its because noone ever really does get to hurt anyone else because theres bodygaurds to protect them and also because they're practically encouraging it.

The entire show is staged. While it may look like they're full out fighting, they're not.
