For preliminary hearings on topics like pre-trial incarceration? If so, where should it be located, and who should be hearing cases?

It's not really necessary, but there's no constitutional prohibition against it.

We have lots of other specialty courts -- bankruptcy, trademark, etc. --- so creating one more is within Congressional authority.

As long as the new court adheres to all other constitutional requirements -- due process, right to counsel, right to jury trial, etc (see 5th and 6th Amendments), then it doesn't really matter if the court handles only those crimes, or if the regular federal district (trial) courts process those defendants.

No, this age of terrorism will come to pass and then that court will have to be disassembled. We have a perfectly good military and civilian court system, I don't see why either aren't used.
