14 protons and 14 electrons is silicon, i hope that is what is meant otherwise it could be anything really.

heh, how old are you? U sound like u've just started high school and thats ur homework. 14 electrons = atomic number, so the atomic number of ur element is 14. Thus the element is silicon. The electron valence of lithium which has atomic number 3 is 2.1
