In your opinion is it realistic to suppose that narcotics networks are more powerful than governments?

The obstacles are the same as those experienced during prohibition in America. The nanny state is doomed to fail. They need to stick to their constitutional responsibilities.

The war on drugs is silly.

The mayhem, cartels and huge amounts of money exist because the drugs are illegal.

If they were legal, they would be priced more sensibly and would be just a little more chaotic than the tobacco market, but not by much.

The primary obstacle to controlling the use of narcotics is thier illegalilty.

All enforcing anti-drug laws does is raise the market price of narcotics, making them more profitable for the organized criminals who peddle them.

These days,corruption and profiteering trump what's right in government.
The result is powerful drug cartels and lax enforcement.
