Population by city is not very helpful. The size of the whole market is better. Based on TV markets (Designated Market Area) defined by Nielsen, the largest markets without a team and their rank:
#19 Orlando
#20 Sacramento
#23 Portland
The largest cities are #10 San Antonio and #11 San Jose. This is misleading because San Jose is within the Giants protected franchise area, and the San Antonio market as a whole is smaller than those listed above.

I see Columbus on the list but they are too near the Reds to make sense for them to have their own MLB franchise. Also - I think the Indians have a farm club nearby.
