I want to know the formal name, in the army or in a corporation, when a person located on lower level skips one or several superiors and talks to someone with whom (s)he has a closer relationship or who is more manipulable (since the higher up people are the less they know about the working details), to get things done by command.
What possible problems come out of this? What possible solutions are there?

In the military, we call that "Jumping the Chain of Command".
The problem is as follows: If you are a senior NCO or junior officer, being asked by your Commanding Officer about problems that your subordinates haven't told you about yet makes you look like an idiot - "Not Career Enhancing".
Always observing the chain of command should be a cardinal rule in every organization.

That is insubordination. It is also unethical for the person who is higher up to treat them differently because of their relationship.
