Sorry to disappoint you but good or should I say scarce and rare coins are not cheap. Anyone can get a deal almost anywhere if he knows more about the coins he collects than the dealer. Rare varieties can be bought at common variety prices, if you know it and the dealer does not. Also if you know how to grade you can also get under graded coins from a dealer. Be also aware there are a lot of over graded coins and one will pay too much for them. See your local coin dealer and check him out. He just may have some good buys and you see the coin before you buy it not a photo. Hope this leads you in the right direction. Stay away from coins graded by grading services for they are not cheap and they can be wrong. Learn to grade then buy them.

Buy coins in an area where they are not desirable. There are many incredibly beautiful and interesting foreign coins available in many parts of the United States. I have bought many for less than 10% of what they sell for in their own countries. I have found some great deals on US coins in the orient, but you really have to know what you are looking at; 99% of rare looking coins in China, for instance, are fakes. In Turkey, there are a lot of fakes, but the more difficult issue is that it is illegal to take any coins that are more than 150 years old out of the country. I can buy those coins at coin shows in the US for a few dollars.

I recommend www.fsrcoin.com and www.anythinganywhere.com

There are several, it depends on what your looking to buy. I recommend you only buy third party certified coins from reputable dealers. The best graders are NGC and PGCS. PCGS and NGC DO NOT SELL COINS.

Have you checked ebay? It is not always cheap, but what I have bought and seen on there, mostly looks good.
