The first place you may want to contact is your electric company.
Many electric companies off energy saving tips and kits containing energy saving devices. For example Duke energy provides customers with an energy saving kit, which includes 2 CFL light bulbs, insulation material, water reduce shower head and sink head. Many of the Touchstone Energy Cooperatives have a member services department that will provide you with helpful tips, some include rebates or control devices that can be installed on your A/C and Water heater.

Here is an example of the value of the CFL light bulbs. If you have a 100 watt light bulb if a light fixture you will use 1 kilowatt hour every 10 hours the bulb is on. If you replace that bulb with a CFL bulb you will use 1 kilowatt hour every 50 hours it is on. The cost of 1 kilowatt hour varies depending on your electric company and your rate.

Contact your electric company and see if they can help you reduce your electric bill. Do a web search for your electric company and go to their website as well.

Photo Voltaic panels are a not feasible way to save money if you already have electricity supplied to your home.

You have to have a battery bank, volt regulator, and an inverter to make the Photo voltaic panels supply a constant source of electricity.

If you use Photo Voltaic Panels directly connected to your appliances, you will be able to use the only when the sun is strong enough to supply the appliances. No sun - no electricity.

Unplug the TV when not using it. If the picture comes almost instantly, the TV is consuming power even when it is off.

As some of answers stated, replace standard incadencense bulbs with Compact Fluoresent Lights (CFL)

No one mentioned to set your air conditioner temperature to about 25 degrees celius (77 degrees farenheight) or higher.

One answer who is employed by an electric cooperative stated to get in touch with your Electricity supplier. The sometime do energy audits for free or a very reasonable fee.
They may also have promotions on energy saving products.

Good Luck

Simple answer is yes, PV (photovoltaic) panels are available as well as 12 volt appliances that can run direct from the sun's light.

Unfortunately pv systems may take many years to break even and there are many factors to take in to consideration when designing and installing a system. They easily can run into the tens of thousands to install a system that complies with code and the utilities.

Do a web search if you are serious, you can check out systems designed for boats and RVs that are much less and are off grid.

Have some solar panels and the required storage devices and voltage converters installed.

However, doing so will cost quite a bit of money (more than a few electric bills).

GO SOLAR!! look up alterativeenergy.com or you can do an energy audit of your house. Change you main light bulbs with the new energy saver bulb, you get to keep .80 cents on the dollar when you change them also look for the Energy Star logo when you but electrical items, Turn your refridgerator and freezer down to the just safe temps.and open the windows at night and close them in the morning to keep your house cool. Hang clothes outside to dry, if your water heater is electric then turn the temp down and put a water heater jacket on it. get rid if the extention cords. also the biggest one is to shut off eveything and hang out at someone elses house.

A generator or solar panels are the only thing I can think of that supplies electricity. Both have initial high costs.

A GENERATOR OR SOLAR PANELS BUT CHECK WITH YOUR LOCAL CPS BECAUSE THIS WILL NEED TO BE APPROVED FIRST AND MOST LIKELY THE SOLAR PANELS MIGHT BE OKAY BUT THE GENERATOR WILL NOT.

ALSO CHECK WITH YOUR (HOA) IF YOU HAVE ONE BECAUSE THEY WILL BE THE ONES THAT WILL MAKE YOUR LIFE A LIVING HELL.
