I am creating a genealogy website. Most images, pictures I find on the internet states this. Can I copy and use these pictures on my website?

It says you can change the size of the image --- scaling = making it bigger or smaller.

But that doesn't change the basic rules of what you can copy, and who you need to ask for permission.

it probably means that photos and illustrations on the website you visited were posted as "fair use". That does not mean they are in the public domain, and for others to reuse the images might infringe a copyright of the original author. Generally i would think that a genealogy site is ok for fair use considering that there no commercial intent, the photos are specific to the story told and substitute images difficult or impossible to find.
