Climbing roses flower on horizontal branches. If it is growing up a post make sure the canes are wrapped around the post not pulled up the post. If the haven't reached their horizontal position at the top of your structure you may have to wait till they get there and make sure your tie them horizontally when they get there.

How old is the rose? If it's too young then it's not ready. Is it getting at least 6hours of sun? Have you provided compost or manure for nurishment? There can be many reasons why your rose has not bloomed.

Depending how old they are if their too young, then give them the propercare and time. If their older then you do need to trim them about once a year.
