Answer: Tony! China is putting on line a COAL FIRED electric power plant every week for the next year and a half! That is the pollution that threatens the air quality as their smoke travels across the Pacific and eventually reaches America.
China has had nuclear weapons for years, Clinton GAVE them the missile guidance technology with which to reach America's west coast...Where is your concern about that.

There are so many errors in your question; I am not sure where to start… Maybe with the fact you expect the UN to do anything. Second, China has veto rights. The UN can never do anything to a country like the US, Russia, UK, or CHINA unless they allow it (like that would ever happen). Third, you are asking about sanctions for building nuclear power plants? Your question shows you do not understand the difference between perceived risk and actual risk and do not think for yourself. Go hug a tree to make your self feel better and leave the pondering of world politics to those who have a clue.

The Chinese are allowed to build nuclear power plants like every other nation under the Nuclear Non-Proliferation Treaty. China has even more leeway because its a nuclear power.

Also, what part of international law would you charge the Chinese with violating in regards to the environment?

If you are going to impose sanctions on the Chinese, go after something that is a little more easy to charge them with: Human rights violations.

OK, you're actually expecting the UN to do something RIGHT? The same organization that put Syria, a nation that harbors terrorists, in charge of the UN Security Council? The best thing that could happen is for the United States to pull out of the UN, and tell the rest of those losers to move to Belgium. Don't hold your breath on sanctions on anybody.

Tony R, there's an Aesops Fable about a group of mice who grew tired of being terrorized and eaten by a certain cat. The leader of the mice stood on a rock and bellowed, "Let's put a bell around the cats neck! That way we'll always hear him coming!" "Yeah!", "hooray!", "Great idea!" they all shouted......until the littlest mouse in the back of the crowd whispered in a small voice, "But who will put the bell on the cat?"................The crowd of mice went stone silent, and slowly dissapated, until only the little mouse was left, sitting and pondering just what he had said to make everyone up and leave. Let me spell it out for you: China is the CAT-the UN is the mice, and sanctions are the bell. In the real world, rules and sanctions are meaningless unless one possesses the means to enforce them. No such means exist. Next......

How can the UN sanction a country for doing something that its members states are still doing?
Just because the thought of china becoming a super power scares you, doesn't mean they have to stop because the west doesn't like it.

Haven't you learned that the U.N. is an anti-American, anti-semitic, group of international gangsters?

That's why any attempt to cut carbon emissions world wide will fail, not that I think we NEED to cut carbon emissions.

By the way, nuclear power is one of the cleanest and effective forms of power available.

I think the USA should cut its emissions and set a good example to the world. It is a tad hypocritical to condemn someone elses action when you yourselves are doing the exactly the same.
