In a WORD = NO! BUT, Presidential pardons over the years have been used for numerous people of ill-repute by a number of Presidents. I do not agree with Clinton's stand on very much but this one is not the place to insert the ethics probe. This is another symptom not the problem.
Also....Remember that is brother is not poster-child for the sweaky clean.

Did Bill Clinton sell techical secrets to China?
Did Bill Clinton lie to the USA about his affairs?
Did Bill Clinton have rape charges filed against him?
Did Bill Clinton have sexual harassment charges filed against him?
Did Bill Clinton make illegal business dealings in the Whitewater case?
On what platform did Bill Clinton get into office, swearing he would provide it for the entire USA in his first run?
Was the American public stupid enough to vote for Clinton after he didnt do what he promised in his first election?
Did Hillary lie to the USA about her vote for the war?
Is Hillary now trying to flipflop and say that she wouldnt have voted for the war, had she been President?
Do you honestly trust these two? If so, HOW? WHY?
