I'm assuming that it means that the stuffing is not washable, or will not dry fast enough to prevent growth of germs.

What do you do?

I use detol and a damp cloth, then hang it in the sun, of let it dry totally,

putting it in the dryer is not a bad idea either depending on the fabric, or if it is even fabric :)

The best way to kill germs is the old fashioned way...The Sun!!!

Surface washable means that if in case the surface cover is something you can take out like for bouncers or car seats than you can throw them in the washer. But if they are stuck to the entire product then do this :
The new Clorox surface cleaner antibacterial spray is God sent for me.
I spray it on kid stuff and wipe it with a clean paper towel or baby wipe. I also buy lots of antibacterial wipes available in walmart baby shampoo aisle.

all you can do is wipe it off as best you can with a warm moist cloth. if you get it too damp, pop it on the dryer in a pillowcase for a short period of time... this will help prevent growth of bacteria as well as drying

Wipe it down with mild soap.

If it gets ridiculously filthy then I toss it in the washer and dryer -if it falls apart it falls apart.
