Why does he only seem to want to take over Britain?

I think he wants to start off their and get a proper foothold. He has recruited foreign death eaters. E.g. Karkaroff and giants from eastern europe.
The book is by a British author set in the UK where Voldemort has grown up in. Voldmeort had many demons he needed to conquer such as Harry before he could move on.

That is a good point but since he knows a lot of people there that is why we seem to hear more about britain

I think that was the starting point. The world he knows is there, i.e. the Ministry of Magic. And so easy to topple to his whim. Look at Hitler he started in Berlin, but moved on to the outlying countries. I think that was the plan was to start and grow. Once they started to push down the Muggles and come out of hiding then a true war of the worlds would happen.
