If the plans go to structural issues and construction details it would be an architect or a civil engineer. They are legally permitted to sign those kinds of plans.

If the plan just shows the aesthetic details of how to rearrange existing space and how to choose optimum colors and furniture it can be an interior decorator since there are no structure changes involved.

Architects design houses and other buildings, they draw the plans for a builder. Structural engineers do calculations based on an architects design and draw up the structural plans and changes needed to make a building safe and strong. Interior designers primarily use the architects plan or make their own of existing buildings and design the interior space - wall color, floor coverings, furnishings, window coverings, to make the interior space look better. Then there are Landscape architects, Electrical engineers, and on and on as well as the builders themselves....they all draw plans for at least a portion of a house.
